It definitely pays to be CEO. Regardless of the stagnating economy, this year CEO compensation returned to pre-2007 levels and some executive perks were off the wall. But, its seems like a few companies missed that memo. According to the Associated Press Analysis of companies in the Standard & Poor's 500, whether they pocketed $1 or $1million, these CEOs were the lowest paid in 2010.
